On Wednesday, January 18th, the Planning Commission held a virtual meeting to provide a formal recommendation to the City Council for adoption of Plan Orinda.
Staff Recommendation: Adopt Planning Commission Resolution 23-01 recommending that the City Council:
1. Take the following actions pursuant to the California Environmental Quality Act (CEQA)
a. Certify the Final Environmental Impact Report for Plan Orinda, which includes the 2023-2031 Housing Element Update, Safety Element Update, and the Downtown Precise Plan;
b. Adopt Findings under CEQA;
c. Adopt a Statement of Overriding Considerations for those impacts that were found to be significant and unavoidable;
d. Adopt and incorporate into the Project all of the mitigation measures for the Project;
e. Adopt the Mitigation Monitoring and Reporting Program for the Project,
2. Adopt the Downtown Precise Plan;
3. Adopt a General Plan Amendment to: (1) Approve the 2023-2031 Housing Element Update, and (2) Approve the Safety Element Update; and
4. Authorize submittal of the approved 2023-2031 Housing Element Update to the State Department of Housing and Community Development (HCD) for final certification.
Action: The Planning Commission adopted Planning Commission Resolution 23-01.
Following the January 18th Planning Commission meeting, the recommendation was then be presented at the January 31st City Council meeting for adoption and certification.
