On Tuesday, November 1st, the City Council held a virtual meeting to provide feedback on the revised draft Housing Element. Staff also provided an overview of key housing laws that will become effective in 2023. At the October 10th Downtown Planning & Housing Element Subcommittee meeting, the Subcommittee recommended the revised draft Housing Element be presented to the entire City Council for feedback.

Staff Recommendation: Receive the report, take public testimony, and provide feedback, and direct staff to submit the revised draft Housing Element to HCD.
Action: The City Council provided feedback to lower the proposed 65 - 70 du/ac for certain downtown parcels to 50 du/ac and to reduce the proposed maximum building height downtown from 55’ to 45’. The Council directed staff to submit the Housing Element to HCD after these revisions are made.
